TAGBILARAN CITY, Bohol — The Tagbilaran City government’s Libreng Sakay (Free Ride) Program officially ends on Friday, July 10, 2026, following the approval of the City Council after fuel prices declined and stabilized.

The decision was approved during the regular session on July 9, presided over by Vice Mayor Adam Relson Jala, through the adoption of the report of the Committee on Appropriations and Accounts, chaired by Councilor Tim Butalid.

The committee’s recommendation stemmed from a request by Mayor Jane Yap to amend the program’s duration and formally determine its termination date.

The Libreng Sakay Program was established under City Ordinance No. 26-03, Series of 2026, as a temporary assistance measure for commuters and the transport sector during the National Energy Emergency, when gasoline and diesel prices surged.

Thousands of residents, including workers, students, senior citizens, persons with disabilities (PWDs), and other regular commuters, benefited from the program.

According to the committee, the decline and stabilization of fuel prices have eased transportation costs, making continued government funding for the free ride service no longer necessary.

Along with the committee report, the City Council also approved Proposed Ordinance No. 32-26, which formally terminates the program.

Under the ordinance, all free ride operations and funding will cease effective July 10. However, the city government may still settle valid obligations and expenses incurred before the program’s termination.

The committee’s recommendations were finalized during its meeting on July 3, attended by council members and City Legal Officer Kathy Blanche Jamila.
