Bohol, DENR, PPA move to speed up port development projects

TAGBILARAN CITY, Bohol — The provincial government of Bohol has partnered with the Department of Environment and Natural Resources (DENR) and the Philippine Ports Authority (PPA) to streamline regulatory processes and accelerate the implementation of port development projects in the province.

Governor Erico Aristotle “Aris” Aumentado led a coordination meeting on June 30 with officials of the DENR-Environmental Management Bureau (EMB) Region VII and the PPA at the Governor’s Office.

The meeting focused on resolving regulatory issues affecting port infrastructure projects, including dredging, port expansion, and site development.

Aumentado said harmonizing the procedures of the DENR and PPA would help fast-track the implementation of infrastructure projects while ensuring compliance with environmental laws and government regulations.

Among the issues discussed were the processing of Environmental Compliance Certificates (ECCs), foreshore delineation, and land titling requirements, which are considered essential in securing permits and avoiding delays in project implementation.

PPA officials said port construction, rehabilitation, dredging, and expansion remain among the agency’s priorities to improve maritime services and support Bohol’s growing economy. They added that closer coordination with the DENR would help simplify regulatory requirements and improve the efficiency of project implementation.

Acting PPA Port Manager Diane Steffi Guillamon thanked the provincial government for facilitating the dialogue, saying it would help align the agency’s requirements with DENR procedures, particularly on ECC applications, foreshore delineation, and land titling.

Also present during the meeting were Board Member Jamie Aumentado-Villamor, Provincial Legal Officer Handel Lagunay, Provincial Engineering Office head Engr. Camilo Gasatan, DENR Regional Director John Edward Ang, and other officials from the DENR and PPA.
