TAGBILARAN CITY — Bohol 2nd District Rep. Vanessa Aumentado has filed a measure in the House of Representatives seeking to establish a comprehensive framework for the management of hazardous waste in the country.
On Monday, September 1, Aumentado filed House Bill No. 4281, or the proposed “Act Providing for the Comprehensive Management of Hazardous Waste.”
The bill lays down a science-based and sustainable approach to regulating hazardous waste, setting clear definitions and classifications while detailing the responsibilities of waste generators, transporters, and treatment facilities. It also strengthens the role of both national and local government units in enforcement and compliance monitoring.
Aumentado emphasized that the measure is not limited to penalizing violators but also aims to guide and support industries and institutions in adopting responsible waste management practices.
“This legislation encourages public participation, promotes education and training, and creates incentives for safer waste treatment technologies,” Aumentado said in her explanatory note.
She added that by institutionalizing such measures, the bill reaffirms the State’s commitment to safeguarding the environment and protecting the constitutional right of every Filipino to a healthful and balanced ecology.
