TAGBILARAN CITY, Bohol— An anti-corruption advocacy group has found no evidence of ghost or substandard projects in Bohol’s third district following an on-site and comprehensive review of government-funded initiatives in the area.
The Truth and Integrity Network (TIN) reported that all projects assessed in the district were properly implemented, fully documented, and compliant with government standards.
The district is represented in the House of Representatives by Alexie Besas-Tutor.
Based on the group’s findings which were also published in national broadsheets such as The Manila Times and The Philippine Star, the review also showed no indication of collusion or bid-rigging involving Tutor and fellow lawmaker Rep. Edwin Gardiola. The assessment included physical inspections, document verification, and random interviews with project beneficiaries and community members.
TIN’s executive director and spokesman Andres Tiangco noted that all reviewed projects underwent proper public bidding processes and were implemented by the appropriate national government agencies. The projects were likewise validated and cleared by state auditors in accordance with existing procurement and audit regulations.
Interviews conducted during the review indicated broad community satisfaction with the performance of the district’s representative, particularly in identifying priority projects and ensuring the delivery of basic social services.
Residents cited the completion of various infrastructure and community-based initiatives that met required standards.
The group also emphasized that the district representative had no direct role in project implementation, which remained the responsibility of concerned government agencies. Identifying and endorsing priority projects, according to TIN, is a legitimate function of a member of Congress and should not be confused with procurement or execution.
As part of its advocacy for transparency, accountability, and responsible public discourse on government spending, TIN said it would continue conducting independent project inspections in other legislative districts nationwide.
According to several residents, many projects were completed due to Tutor’s consistent efforts in carrying out the district’s priorities. Others said the allegations and “fake news” against their representative are unfounded, noting that they have personally witnessed her service and active presence in the community.
