Mayor David Navarro of Clarin, Misamis Occidental was arrested by the Cebu City Police Office (CCPO) on Thursday late afternoon, hours after a complaint was lodged against him.
He was apprehended at the airport while he was about to leave Cebu and was later brought to the Prosecutor’s Office for inquest.
Navarro has been charged with physical injuries and acts of lasciviousness by a massage therapist and other staff of a massage parlor.
A CCTV footage secured by the Abellana Police Station showed how Navarro punched the male massage therapist in the abdomen, kicked him in the legs and pulled his arms inside a massage parlor in uptown Cebu City on Wednesday, October 23, 2019.
Police said when a female therapist was assigned to Navarro, the mayor allegedly forced her to stimulate his genitals.
