TAGBILARAN CITY, Bohol — A 15-year-old boy who allegedly killed his 45-year-old mother in Panglao town has been formally charged with parricide, police said on Thursday, November 5.

The Panglao Municipal Police Station confirmed the filing of the case during a press conference attended by Bohol Police Provincial Office (BPPO) director Col. Patricio Degay Jr., Panglao police chief Capt. Kentbel Ceasar V. Parcon, Mayor Edgardo Arcay, representatives of the Municipal Social Welfare and Development Office (MSWDO), and members of the media.

Police said the case was filed before the appropriate authorities on Thursday morning.

Chertniel Nuda of the MSWDO said the minor, classified as a child in conflict with the law (CICL), is currently under their custody while awaiting the court’s final disposition.

For security reasons, the MSWDO withheld the exact location where the minor is being sheltered.

Nuda said the minor is under close supervision, with Panglao police personnel on standby to respond whenever necessary.

Authorities are also preparing for the possible transfer of the minor to the Bohol Youth Home once the necessary court order is issued.

The handling of the case is governed by Republic Act 9344, or the Juvenile Justice and Welfare Act of 2006, as amended by Republic Act 10630.

The laws provide for appropriate intervention, rehabilitation and reintegration programs for children in conflict with the law, recognizing their rights and welfare while ensuring public safety.

‘Isolated case’

During the press conference, Nuda stressed that children involved in criminal cases must be treated in accordance with the law, with consideration for their best interests and the need for restorative justice.

Meanwhile, police and local officials also provided updates on two separate cases involving abandoned newborn babies previously reported in Panglao.

Authorities said the police, MSWDO and other concerned agencies continue to coordinate to ensure the infants’ safety, proper care and welfare.

Arcay assured residents and tourists that Panglao remains safe, saying police personnel are actively monitoring the municipality.

“Isolated case lang ang nahitabo,” Arcay said.

He urged the public not to be alarmed by the incident, emphasizing the presence of police personnel in the town.
