Bohol Light clarifies ERC-mandated bill deposit review, offers flexible payment options

TAGBILARAN CITY— Bohol Light Company, Inc. (BLCI) has clarified that the ongoing distribution of Bill Deposit Adjustment notices is part of a routine annual review required under Energy Regulatory Commission (ERC) Resolution No. 3, Series of 2026, and is not a penalty, surcharge, or disconnection notice.

The utility issued the statement after some consumers mistook the adjusted amounts reflected in their notices as unpaid balances or warnings of service disconnection.

BLCI also apologized for the confusion caused by a recent technical glitch that affected the issuance of some customer notices.

The company said it is actively correcting the issue to ensure accurate billing information.

“We want to reassure our customers that this is a standard, annual review to ensure each account’s security deposit matches their actual, current power consumption,” said Atty. Beth Cabanugan, BLCI assistant vice president and legal officer.

Under the updated ERC rules, bill deposits are adjusted based on a customer’s average electricity consumption over the past 12 months.

Customers whose electricity usage has decreased may receive a refund, while those with higher consumption may be required to pay an adjustment.

Engr. Paul Almedilla, BLCI vice president and chief operating officer, said the annual review is designed to ensure fairness for all consumers.

To ease the burden on affected customers, BLCI said bill deposit adjustments may be paid in full or through five equal monthly installments without interest or surcharges. Customers may also arrange customized payment terms at any BLCI office.

The utility stressed that customers will not face disconnection due to the bill deposit adjustment, as it is strictly a security deposit update and not an overdue bill.

Under the amended ERC rules, customers who pay their electricity bills on time for two consecutive years will automatically receive a full refund of their bill deposit, including accrued interest, through bill credits. Bill deposits also earn annual interest based on the Land Bank of the Philippines’ peso savings rate.

BLCI said bill deposits are standard security requirements imposed by distribution utilities nationwide and are generally equivalent to one month’s average electricity bill.

Consumers with questions about their bill deposit adjustment notices are encouraged to contact BLCI through its hotlines, official Messenger account, or visit the nearest company office for assistance.
