TAGBILARAN CITY — A proposed ordinance that seeks to establish a comprehensive framework for the development of Bohol’s island barangays has been approved on first reading by the Sangguniang Panlalawigan.
Board Member Jamie Aumentado Villamor introduced the measure during the Provincial Board’s regular session on Tuesday, July 21, saying the ordinance aims to institutionalize integrated planning and ensure that the province’s island communities are included in long-term development programs.
The proposed ordinance seeks to strengthen inter-agency coordination, promote sustainable livelihoods, improve access to essential services, enhance disaster resilience, protect coastal and marine ecosystems, and ensure that no island community is left behind in Bohol’s pursuit of inclusive development.
Villamor said Bohol has 77 island communities, including 63 island barangays spread across several municipalities, whose development priorities should be systematically integrated into provincial planning and investment programs.
“Our island communities have unique needs because of their geographical location,” Villamor said. “They also play a vital role in the province’s economy, food security, and the preservation of our marine environment. Their development must become a priority so that no community is left behind.”
The measure was approved on first reading and referred to the appropriate committee, which was authorized to organize a Technical Working Group (TWG). The TWG will be composed of representatives from concerned provincial offices, national government agencies, local government units, the academe, civil society organizations, and representatives of island communities to conduct technical discussions and stakeholder consultations.
Villamor expressed optimism that the proposed legislation would eventually be enacted, saying it is “about time” for the provincial government of Bohol to implement a strategic policy that would create a lasting impact on the province’s island communities.
