TAGBILARAN CITY, Bohol — The P15 minimum tricycle fare in Tagbilaran City is set to take effect on July 27, after the ordinance reducing the current P20 base fare completed another step in the legislative process but missed the publication deadline required by law.
Mayor Jane Yap signed the ordinance on Friday, July 17, formally approving the measure that lowers the minimum fare from P20 to P15. However, its implementation was delayed after the ordinance failed to make the cut-off for publication in this Sunday’s newspaper, a legal requirement before it can become effective.
City Councilor Leonides “Edi” Borja, chairman of the Sangguniang Panlungsod Committee on Public Utilities and author of the ordinance, said the document reached the publication office after the newspaper’s printing deadline.
Because of the delay, the original target implementation date of July 20 will no longer be possible. Borja said the new fare is expected to take effect on July 27, once publication and all other legal requirements have been completed.
The ordinance was approved by the Tagbilaran City Council during its regular session on July 14 as Proposed Ordinance No. 30-26, Series of 2026, amending the city’s Traffic and Transportation Code. The session was presided over by Vice Mayor Adam Relson Jala.
Under the ordinance, the minimum fare for regular passengers will be P15, with an additional P3 for every succeeding kilometer. Senior citizens, students, and persons with disabilities (PWDs) will pay a discounted minimum fare of P12, with P2.40 for every succeeding kilometer.
The ordinance also authorizes the Sangguniang Panlungsod to adjust the per-kilometer fare through a resolution in response to fluctuations in fuel prices. However, any change to the P15 minimum base fare will require the passage of another ordinance.
Until the ordinance is published and all legal requirements are fulfilled, the existing P20 minimum tricycle fare will remain in effect across Tagbilaran City.
