TAGBILARAN CITY — Board Member Jiselle Rae “Jamie” Aumentado Villamor has filed a proposed ordinance seeking to establish a Bohol Sustainable Tourism Development Code, a landmark measure designed to balance the province’s economic growth with the protection of its natural and cultural heritage.
Villamor, who chairs the Sangguniang Panlalawigan’s Committee on Tourism, formally moved for the ordinance’s approval on first reading during Tuesday’s regular session, Sept. 9. She also proposed the creation of a technical working group (TWG) that will craft the Code through a participatory process involving government agencies, the private sector, the academe, and tourism stakeholders.
“Tourism has long been one of the lifebloods of our economy—creating jobs, generating revenues, and opening opportunities. But alongside these benefits are pressing challenges: environmental degradation, unchecked development, and the risk of losing what makes Bohol truly special,” Villamor said.
She stressed that the proposed Code is anchored on sustainability, ensuring that progress goes hand in hand with protection. Beyond infrastructure and attractions, Villamor emphasized that true sustainable tourism uplifts local communities, empowering families, artisans, and entrepreneurs who have lived in and cared for these areas for generations.
The draft ordinance lays down provisions on:
-Tourism destination management to ensure proper planning and regulation of sites;
-Tourism product development that respects Boholano culture and the environment;
-Institutionalization of the “Ultimate Boholano Experience” brand as the province’s tourism seal;
-Infrastructure support and environmental safeguards including marine and water tourism, wildlife interaction, and protected area management;
-Strengthened linkages among government, LGUs, and private stakeholders to create a shared, coordinated vision for tourism.
“This is not just about passing a law—it is about securing the future of Bohol,” Villamor said. “By institutionalizing sustainable tourism practices, we are protecting our heritage while ensuring that future generations of Boholanos can enjoy the same blessings that we do today.”
The proposed ordinance, Villamor noted, reflects insights gathered through a series of stakeholder consultations. Once passed, the Code is expected to serve as a roadmap for a more inclusive, resilient, and sustainable tourism industry in Bohol.
