American national accuses drunk cop of harassment in Bohol

GUINDULMAN, BOHOL — An American national has called on the Bohol police to take action after he and his wife were allegedly harassed by an intoxicated police officer in the town of Guindulman on Monday, Aug. 11.

In a Facebook post addressed to the Philippine National Police in Bohol, Kenny Foster narrated that the incident happened at the Guindulman public market, where an officer—later confirmed by other policemen to be drunk—flagged him down.

According to Foster, the officer allegedly tried to push him off his motorcycle, grabbed his gun, and began shouting expletives, including “F*** America.” He claimed the officer also kicked his bike, threatened to fight both him and his wife, and attempted to hit his wife—who was carrying their five-month-old baby in a carrier.

“He kept yelling, putting his middle finger in my face while the whole Guindulman public market watched in fear thinking today this drunk cop would shoot me,” Foster wrote. “You can mess with me, just don’t mess with my wife or my kids.”

Foster said the officer punched him in the ribs and shoved him several times, but what angered him most was the alleged threats and verbal abuse directed at his wife.

The American added that responding police officers confirmed their colleague was drunk and armed. Instead of immediately detaining the officer, they advised the couple to take an alternative route home and avoid the officer until he left the area.

“That is not the way a police department should be run, where you have to hide from the police so they don’t kill you,” Foster wrote. “My wife is scared out of her mind that this cop will kill her husband because he’s an American.”

Foster also alleged that the officer told his wife he had disliked him since first seeing him in Guindulman because he was a foreigner.

The couple has since gone to Tagbilaran City to file an official statement before the Bohol Police Provincial Office.

The name of the police officer involved is being withheld pending an official statement from BPPO.
