Tagbilaran riot mediation ends peacefully

TAGBILARAN CITY — What began as a tense confrontation ended in a powerful moment of reconciliation after two hours of mediation between students and out-of-school youth involved in a recent riot near Dr. Cecilio Putong National High School (DCPNHS).

On her Facebook page, Mayor Jane Yap confirmed that 11 DCPNHS students and 4 out-of-school youth took part in the altercation.

In a rare and heartfelt dialogue, both parties admitted their wrongdoings and asked for forgiveness—not only from their parents, but from each other.

“As a mother and your mayor, hearing them speak made me realize how much these children need guidance—not judgment,” Mayor Yap said. “They are only 15 years old. I saw boys who made poor choices, but had the courage to own up to them.”


Instead of punishment, the city is taking a restorative approach.

The minors will undergo two weeks of voluntary work and psychosocial assessment at the Tagbilaran Teen Center. The four out-of-school youth will be given the opportunity to enter the seminary, away from harmful influences, with efforts underway to find sponsors for their education.

“These are not criminals—not yet,” Yap stressed. “They are children who need direction and love.”

What alarmed the mayor most was the lack of communication between children and parents. Out of the 11 students, only three informed their parents—and none reported the incident to the school. Most parents only learned about the riot through social media.

“I urge parents: Please talk to your children. Check on them, especially online. Open their messages and watch for red flags,” Yap appealed.

Yap also highlighted a troubling concern raised by parents: minors’ easy access to alcohol, cigarettes, and vapes. She issued a firm warning to all local stores:

“If you are caught selling liquor, cigarettes, vapes, or any illegal substances to minors, your business permit will be revoked, and your store will be shut down—no more warnings.”

This order applies to all sari-sari stores, convenience stores (like 7-Eleven) ans supermarkets and groceries

Citizens are encouraged to report violations to the Business Permit and Licensing Office (BPLO) or Yap’s official Facebook page—with video evidence when possible.

In response to the incident, the city will. Increase police presence in and around schools, and begin installing CCTVs in school zones to ensure the safety of all students.
