The three Bohol Representatives Edgar Chatto (1st district), Vanessa Cadorna-Aumentado (2nd district), and Alexie Besas-Tutor (3rd district) emerged as the best-performing district representatives in the Central Visayas Region, according to the independent, non-commissioned “Boses ng Bayan” nationwide survey of RP-Mission and Development Foundation (RPMD).

Representatives Chatto ( 85.7% points), Aumentado (84.9% scores), and Tutor (82.7% marks).

Deputy Speaker Vincent Franco “Duke” Frasco of Cebu (District 5) ranked first with with 95.6 percentage points.

Frasco, Pablo John “PJ” Garcia of Cebu (District 3), with 95.6 % scores and Manuel “Chiquiting” Sagarbarria of Negros Oriental (district 2) with 95.1 % marks are statistically tied.

Edu Rama Jr. of Cebu (District 2) ranked second with a 91.5% assessment score, followed by Rhea Gullas of Cebu (District 1) with 88.6% job satisfaction rating in the 3rd spot, Cynthia Chan of Lapu-Lapu City job approval rating of 86.4% ranked fourth.

Chatto and Jocelyn Limkaichong of Negros Oriental (District 1) with 85.5% are statistically tied on the fifth place.

Aumentado, Emmarie Quano-Dizon of Mandaue City (83.6%), Daphne Lagon of Cebu (83.5%), Tutor (82.7%), Janice Salimbagon of Cebu (82.3%), Peter John Calderon of Cebu (81.8%), Rachel Del Mar of Cebu (81.6%), Zaldy Villa of Siquijor (75.3%) and Edsel Galeos of Cebu with 75.1% ranked 6th to 10th place, respectively.

Meanwhile, Rep. Arnie Teves of Negros Oriental (District 3) had a dismal performance rating of 33%. The Negros Oriental (District 3) survey was halted on March 4, 2023, for the safety of the RPMD field team, following the murder and assassination of Governor Roel Degamo, who had a 93% approval rating, and eight other fatalities. The ratings for Governor Degamo and Rep. Teves were gathered between February 28 and March 3, 2023.

Dr. Paul Martinez, the Executive Director of RPMD, emphasized that constituents evaluated their District Representatives on three criteria: “representation”, “legislation”, and “constituent service”.

The “House of Representatives Public Satisfaction” survey was part of the national poll “RPMD’s Boses ng Bayan” conducted on February 25–March 8, 2023, by RP-Mission and Development Foundation Inc., a nationwide survey performed per district in every region with a total of 10,000 respondents who were registered voters.

The sampling margin of error is ±1 percent with a 95% confidence level. They were randomly chosen, and the number of respondents per district was distributed proportionally based on official voting population data.
