TAGBILARAN CITY, Bohol — In the wake of the powerful magnitude 7.8 earthquake that struck parts of Mindanao on June 8, Bohol 3rd District Representative Alexie Besas Tutor has urged President Ferdinand Marcos Jr. to certify as urgent House Bill No. 833, also known as the Disasters and Emergencies Management Act.
Tutor said the proposed legislation seeks to strengthen the capability of local government units (LGUs) to prepare for, respond to, and recover from various disasters, including earthquakes, typhoons, droughts, fires, and El Niño-related emergencies.
According to the lawmaker, the bill does not propose the creation of a new government agency. Instead, it aims to maximize and strengthen the existing Disaster Risk Reduction and Management Offices (DRRMOs) in cities and municipalities.
“The goal is to empower local governments and ensure they have the resources and personnel needed to respond effectively during emergencies,” Tutor said.
Under the measure, barangay-based first responders would be established and provided with appropriate benefits in recognition of their vital role during disasters. The bill also seeks to further enhance the operational capacity of local DRRMOs and provide dedicated funding for disaster preparedness and response programs.
Tutor emphasized that local governments are often the first line of defense when calamities strike and must be adequately equipped to act swiftly.
She said strengthening local disaster response systems would lead to quicker interventions, better coordination, and ultimately save more lives during emergencies.
The proposed measure is part of broader efforts to improve disaster resilience across communities, particularly as the country continues to face natural hazards and climate-related threats.
