BI nabs Chinese national in Panglao for alleged immigration violations

BOHOL—The Bureau of Immigration (BI) has arrested a Chinese national in Panglao, Bohol for alleged violations of Philippine immigration laws.

In a statement, the BI said the operation was carried out on February 17, 2026 under Mission Order No. 2026-066, resulting in the arrest of Jingjin Guo for alleged misrepresentation under Section 37(a)(9) in relation to Section 45(f) of the Philippine Immigration Act of 1940, as amended.

Authorities said Guo falsely declared himself as a Filipino, allegedly using a Philippine driver’s license as proof of nationality.

Immigration records showed that Guo was born on February 28, 1977 in Fujian, China, and is a holder of a Chinese passport issued in Beijing on September 18, 2013, which expired on September 17, 2023.

He reportedly entered the Philippines under a Special Resident Retiree’s Visa (SRRV), which allows indefinite stay with multiple-entry privileges. Records further showed that Guo has been residing in Bohol since 2018 and has not left the country since his arrival.

Authorities also identified Guo as director of the Overseas Chinese Service Center (OCSC) for Cebu and Bohol.

The BI noted reports linking the OCSC to the United Front Work system of the Chinese Communist Party, which has been described in various international studies as engaging overseas Chinese communities and promoting narratives aligned with China’s state interests.

Officials said organizations such as the OCSC may be used to assist Chinese nationals abroad in community engagement and support services.

However, authorities added that such structures could also be susceptible to misuse for influence-building or network consolidation if not properly regulated.

Given Guo’s alleged position in the OCSC, investigators are looking into possible activities related to facilitating the entry, settlement, and movement of Chinese nationals in Bohol and Cebu.

Authorities emphasized that investigations remain ongoing to determine the extent and nature of these activities.

Guo is currently under BI custody pending the outcome of legal proceedings.
