TAGBILARAN CITY, BOHOL – Bohol 3rd District Representative Alexie Besas-Tutor has reaffirmed her commitment to “Tinuoray nga Serbisyo” as she refiled a total of 18 House Bills for the 20th Congress, covering a broad range of local and national development priorities.
In a Facebook post on Monday, July 14, Rep. Tutor announced the refiling of the measures, stating, “Committed to Public Service ug Tinuoray nga Serbisyo—18 House Bills already filed and we are ready to hustle for them for the 20th Congress.”
The refiled bills highlight her advocacies for environmental protection, tourism development, disaster resilience, health and social welfare, professional regulation, and local governance.
Among the key measures is House Bill No. 831, which seeks to clearly define the coverage of the Chocolate Hills Natural Monument (CHN) and amend the composition of its Protected Area Management Board. This move aims to strengthen conservation efforts in one of Bohol’s most iconic landscapes.
Tourism sustainability is addressed through HB 832, which proposes national standards for tourism carrying capacity, and HB 834, which seeks to standardize tourism signage nationwide.
Tutor also introduced HB 833, a comprehensive bill to institutionalize science-based and community-centric disaster preparedness strategies aimed at zero casualties and uninterrupted public service.
Healthcare professionals stand to benefit from proposed salary upgrades for public dentists (HB 835) and improved regulation for midwives (HB 838) and physical therapists (HB 840). Meanwhile, HB 837 promotes financial assistance and protection for persons with disabilities.
In line with boosting local development, Tutor refiled HB 841, establishing a TESDA training center in Candijay, and HB 843, which ensures preferential appointment of qualified personnel in government reorganizations.
Notably, two natural attractions in her district—Can-umantad Falls (HB 839) and Kankoka Hills (HB 842)—are proposed to be declared ecotourism destinations.
For senior citizens and other vulnerable groups, HB 844 aims to grant universal social pension, while HB 1581 pushes for civil service eligibility for long-serving contractual, job order, or casual workers in government.
In the judiciary sector, HB 1579 seeks to create two new Regional Trial Court branches in Candijay and Valencia, Bohol, while HB 1580 proposes the extension of government service under exceptional circumstances for retiring officials.
To streamline vital records, HB 836 proposes faster, more transparent civil registry proceedings in coordination with LGUs and the Philippine Statistics Authority.
Finally, HB 1747 advocates a five-year validity for Professional Regulation Commission (PRC) IDs, aligning with the push for efficiency and convenience for Filipino professionals.
Rep. Tutor said these bills reflect her district’s needs and her goal to pursue legislation that delivers direct, long-term impact.
“We are determined to see these measures through,” she said.
The 20th Congress officially opened on July 22.
