TALIBON, BOHOL — The Bohol Animal Rescue and Kindness (Bark) group has raised alarm over the alleged inhumane conditions of an animal impounding facility in Barangay San Roque, Talibon.
In a public statement, Bark said one of its volunteers made a routine food delivery to the municipal holding facility on Sunday, July 6, but was instead confronted by a disturbing scene—emaciated dogs, no access to clean water, overgrown vegetation, and scattered garbage. Most heartbreaking, the volunteer found the lifeless bodies of an adult dog and a puppy within the enclosure.
“This is unacceptable. What we witnessed is blatant animal neglect,” Bark said in a statement. “While Philippine law allows the capture, impounding, and even humane euthanasia of stray animals, there is no justification for the cruelty and poor conditions we saw. This is a clear violation of Republic Act 8485 or the Animal Welfare Act, as amended by RA 10631.”
The organization announced plans to file charges against those responsible, saying the facility is believed to be under the supervision of the local government unit of Talibon.
Bark also renewed its call for responsible pet ownership to help manage the stray population and prevent future tragedies.
“This heartbreaking situation could have been avoided with proper care and community responsibility,” Bark said.

As of this writing, the LGU of Talibon has yet to release an official statement on the matter.
