Ramasola resigns from CGAR; says ‘not effective’

Emmanuel “Willy” Ramasola, a member of the board of consultants of the Center for Governance Accountability and Review (CGAR), has resigned on Tuesday, Aug. 6.

“This is to tender my irrevocable resignation as member of the Board of Consultants of the Center for Governance Accountability and Review (CGAR), under the Office of the Governor of Bohol,” said Ramasola in his letter addressed to Gov. Aris Aumentado.

OGAR, now CGAR, was created to probe alleged anomalies of previous administration.

Ramasola said that” even without the formal termination and withdrawal of Executive Order No. 2 which formed the Office of Governance Accountability and Review (OGAR) which a local RTC Judge declared unconstitutional and which led to the creation of CGAR, I believe it is time for me to go.”

He added,” CGAR has not been very effective in Its pursuit of good governance because of the lack of cooperation and support from other senior members of your administration which renders our work very difficult.”

‘Unconstitutional’

Immediately after his inauguration on July 22, 2022, Aumentado signed an Executive Order (EO) for the creation of OGAR which was headed by former Cabinet Secretary Leoncio Evasco.

However, the Regional Trial Court (RTC) of Bohol – Branch 2 found OGAR unconstitunional. RTC also denied the motions for reconsideration filed by Aumentado and the board of directors of the OGAR in the case filed by Larry Pamugas, former officer-in-charge of the provincial agriculture office.

Pamugas filed a petition for certiorari, prohibition and injunction, with prayer for temporary restraining order and/or a writ of preliminary injunction, against the creation of OGAR by Executive Order No. 2 and 2-A issued by Aumentado in 2022.

Pamugas claimed that OGAR was an illegal and unconstitutional office that usurped the functions of the Civil Service Commission (CSC) and the Commission on Audit (COA).
