The plan for could seeding hatched by the provincial government despite the start of rainy days has been clouded by an objection.
Provincial Board Member Mimi Boniel, one the four remaining in the opposition at the SP, wanted the executive branch to stop cloud seeding because it’s wasteful as it’s already rainy days.
This came when Boniel challenged the administration in hr privilege speech to put a halt of the plan during session presided over by acting Vice-Gov. senior Board Member Tita V. Baja.
Boniel, at the end of her speech, moved for passage of a Resolution for the governor’s office to halt the cloud seeding, but only to be met with objection by BM Nathaniel Binlod, who was once her comrade in the opposition.
To avert the voting, a recess was called by BM Benjie Arcamo as approved by presiding officer Baja. And Boniel agreed to withdraw her motion (for said Resolution) and refer it to the agriculture committee.
It was a good move to abort the voting since Boniel’s group would be at a disadvantage considering the administration has the number.
BM Binlod, the vice-chair of agriculture committee, proposed such referral of Boniel’s motion and it was approved.
But veteran BM Tomas Abapo, Jr. suggested that Boniel’s concern be referred to the Committee of the Whole, which is chaired Vice-Gov. Victor Balite, who is now acting as governor.
The declaration of state of calamity for Bohol has not been lifted yet.
Capitol said that “As of June 6, validated reports from 41 municipalities totaled P458,744,648.33 with P454,845,419.33 for crops from 41 municipalities, P1,949,335 for fisheries from 13 municipalities, and P1,949,894 for livestock from 8 municipalities.” (rvo)
