TAGBILARAN CITY—All police personnel in this city were subjected to a surprise drug test on Thursday, April 23, 2026, upon the directive of newly installed chief of police, Lt. Col. Joey Bicoy.
Bicoy himself was the first to undergo testing, setting the tone for what he described as a renewed push for discipline, accountability, and integrity within the ranks of the Philippine National Police.
A total of 104 uniformed personnel, along with four non-uniform personnel (NUP) and 22 job order workers, participated in the activity.
The drug tests were administered by medical staff from the Tagbilaran City Primary Care Facility.
Authorities said the unannounced testing is part of the police force’s ongoing campaign against illegal drugs and a measure to ensure that law enforcement officers remain drug-free.
Bicoy emphasized that maintaining a clean and credible police organization is essential in delivering honest and reliable public service, noting that public trust begins within the institution itself.
“Kinahanglan kita mismo mahimong ehemplo sa disiplina ug integridad. Dili nato tugotan nga adunay bahid ang atong hanay, kay ang pagsalig sa katawhan mao ang atong pinakaimportante nga kapital,” said Bicoy.
