In the past when the Department of Agrarian Reform (DAR) issued collective Certificates of Land Ownership Awards (cCLOA) to speed up the government’s land reform program, a new project funded largely by the World Bank to be implemented here would be supporting the breaking up of mother CLOAs to individual owners.Â
