According to a TCPS report,  Tagbilaran City Police Drugs Enforcement Unit headed by Lt. Col. Oscar Boyles as chie, arrested 23-year-old Arniel Joseph Jimenez Rayo in a buy-bust operation at
Purok 6, Upper Calceta in Barangay Cogon.
